From Mission-Critical Roots to AI Leadership

Capitol was founded in Washington, D.C. in 2021, forged in the chaos of the COVID pandemic. Our founders converged to solve an international-scale problem: institutions drowning in data but starved for clarity, relying on fragmented tools that couldn't keep up with the moment's stakes.

That experience shaped our conviction: generic AI breaks in high-stakes environments. Regulated institutions such as financial services firms, global professional services organizations, government agencies need more than a chatbot. They need sovereign infrastructure that runs entirely inside their walls, transforms proprietary data into decision-grade artifacts, and leaves a complete audit trail.

After leading Y Combinator's Summer 2024 cohort in revenue, Capitol closed its seed funding to scale across the U.S., U.K., and E.U.

Shaun Modi, CEO

Shaun Modi, Capitol’s founder and CEO, has launched over 60 products and holds 15 patents. He previously led foundational design at Airbnb and contributed to key projects at Google, NASA, the White House, and the Department of Defense. Shaun is a graduate of The Rhode Island School of Design, and studied product development at MIT Sloan. He specializes in integrating UX design, emerging technologies, and strategic vision.

Tom Hallaran, Capitol’s co-founder and CTO, has extensive experience in technical product management and engineering. He previously directed the AI Center of Excellence at the U.S. General Services Administration (GSA), co-founded Foodshed.io, and built WinRed, a major digital fundraising platform. Tom holds patents in AI and data visualization, earned his BA from Columbia University, and studied Computer Science at Washington University in St. Louis.
